cover plate keeps falling off

We have a used 28 foot doughboy, and have just assembled it this last weekend and everything looks great so far. The pool comes with an optional 2nd skimmer port which we have had covered up with a plate, held in place with duct tape.

Slowly for the last 3 days we have been filling the pool, and are now just 2 inches from the skimmer installation.

The problem is the 2nd skimmer area. The plate keeps sliding down, even with multipul layers of duct tape. we cleaned the tape are with alcahol and got all the previous remains of the previous owners taping, removed.

I was wondering if it would be safe, if we used the existing mounting holes for that second skimmer, to use 2 round head, slottless bolts, with nuts for the back side (outside the pool) to hold it in place, covered by duct tape? That way we could be assured that it would not slip.

Or perhaps a bead of rubbersilicon between the plate and the wall, again covered by duct tape.

I guess the most permanent solution would be to take your nuts and bolts idea to the max: drill out holes in the plate for all the existing skimmer mounting holes, then install the plate with gaskets just as you did with the skimmer. No tape or silicone required.
