Help!!Calcium scale on bottom of vinyl liner?

I am trying to help the neighbors open their pool. It was a swamp. It is clearing up now. I have noticed that the bottom of the pool is rough like sandpaper. I believe it is calcium scaling. The liner was put in last year but the pool was not cared for properly. How can it be removed? Thanks in advance
 
I keep working on it for now. Scrubbing the heck out of it. It was helping a little. Then I was vacuuming the pool and the suction was very good and pulled the vacuum head down until it stuck on the bottom. I pulled on it until it broke free and low and behold there was a clear path of no scaling. Does anyone think that it will hurt the pool to try to get it to get stuck and clean it that way? Thanks
