I have a Wayne pool cover pump. This is the second season using it. It goes on and off on and off. It is supposed to pump water down to so many inches and then come back on after water reaches so many inches. Any idea of what cN be happening?
Skippy has to clean pine needles and such out of the bottom of the cover pump now and then. Have you checked out the bottom? And yeah, it does come on and off as needed, if that is what you mean?

We have a rule pump, which turns on briefly every 5 minutes to detect water. I googled around to see if that was what you were asking but apparently this pump works differently with a switch so that isn't it. But from the manual I found this, it is one of 4 things listed in the troubleshooting chart, maybe one of them will help? https://www.waynepumps.com/wp-content/uploads/woocommerce_uploads/2016/05/323901-001_0812_FINAL-WEB_LowRes1.pdf
Pump starts and stops too often Possible Cause(s)
1. Backflow of water from piping
2. Dirty switch
3. Priming hole plugged
4. Pump is sitting uneven on pool or spa cover
Corrective Action
1. Install or replace check valve
2. Rinse out switch with clean water (Figure 2)
3. Clean hole, inside volute housing, with a pin or paper clip (Figure 1)
4. Reposition pump so pump sits level on cover
