it's likely fiberglass - your best bet is to recoat it with gelcoat - available in a paint can at a marine supply store - used on boats for resurfacing, if you have air tools, spray it on, otherwise brush it, it should flow nice and smooth.
Fix the bad spots with a couple of layers first, let cure, sand the overlap spots so it's nice and blended, then give it a few top coats.
