Best Time of Year for Pool Renovation?

This question is directed to those of you in the Northern USA and Canada...

We're in the southern end of New York State. I'm about to contract with a builder to renovate an 18 x 36 in-ground. The work will include a new liner, new coping, the replacement of all the lines, and the installation of pavers throughout the backyard. I'm particularly concerned about the installation of the pavers. It will be the most expensive part of the job.

Considering the moderately severe winters we get over here, is there a "best time of the year" to do this work? I'm tempted to ask my builder this question, but I'm worried that his answer might be completely dependent on his own work calendar.
28,000 gallons, 18x36, vinyl liner, 2 skimmers, 2 returns, 1 main drain, Hayward sand filter, Hayward Super Pump (self priming), Raypak 400 btu gas heater, Lamotte ColorQ and Taylor 2006-K test kits

Do it in the fall, at a minimum the liner.. Water tables are low & more importantly you will go into winter "protected" @ 8lbs a gallon water hold you liner pool walls in place
