Hottub does not have the right pressure

Hello,

We just got our pool and spa installed. 2 different buddies of water.
We have a 3HP variable speed pump that pushes through a filter and Heater after that I have 11 Jets @ 12GPM to drain on the bottom.
I had an expert come by after it was installed and he said that I would have to change my whole set up because the plumbing is to small 2" and it should be 3". And I should have 1 pump just for the Jets and one pump just for filtration.
I have tried everything and I can not get much pressure to my Jets.
