My SWG Cell shows 0 volts 5.0A

What does 0 volts mean? Its not producing chlorine? It was 17.9 volts two days ago.

I suspect my FC is really high since i get a washout on the Taylor test. It only goes up to 10ppm, and it keeps showing 0 FC. I ordered the TFPC version, so I will know more when I get it.

0 volts / 5.0 amps could be the result of several things. Are any error messages present on the Pool Pilot? What was the purifier % at when you tested or was the unit in "Boost" mode?

Where does the put the purifier % at then? The purifier % is what activates the cell. A 50% setting here means that the system will produce chlorine for 50% of the time that is running and then not produce chlorine for 50% of the time. If doing a test during the idle period you may see a 0 volt, 5.0 amp reading.
