pentair vs pump

Went out to turn on pump and the basket looked really low on water. Added water before turning on. Shut off and checked it about an hour later. It was about 1/4 down.
My question is, should it be low on water after sitting for a few hours. I have a vacuum relief valve that is leaking. Could that be the cause. Any suggestions would be greatly appreciated.

Yes, that could be the cause. No, it should not lose water out of the pump basket.

So when it's shut off the vacuum relief valve starts to suck in air. Seems like I can hear the filter gurgling also. Is that normal?
