Why do you turn a SWCG down to 0 when adding salt

Is it because immediately after you add salt you may get local areas of your pool with very high salinity and this could wreak havoc with the cells? So giving it 24 hours will allow entropy to set in? Or is there another reason?

Yes, but I would give it 48 hours. It seems to usually take more than 24 hours in my pool.

How do you know it takes longer than 24 hours? Do you get varying salt readings when measuring?

Yes. It is always stable after 48 hours.

I get stable salt readings within an hour if only adding a bag or two. Can't imagine any mixture requiring 24 or 48 hours...

I do it because the cost of the SWG is such that I prefer to avoid taking the chance of causing problems cause by it sucking up straight salt brine while it is energized.

IMO, pool maintenance is a "slow curve" sort of thing. Rapid changes in values are rarely dependable.
