What the heck?!... Pool is only a month old. I don't want to believe it but I have a fenced in yard so I'm pretty sure one of my dogs did it.
After some scrambling to call an electrician, they told me to first call a pool store and see if they carry the twist lock replacement cord. Leslie's had a bunch in stock, and $38 later, I replaced it myself.
Big props to Hayward for making the pump power cord so easily serviceable.
