New Construction Impossible with my landscape?

Do i have too much expense leveling a 6 foot grade drop?? Any experienced people with difficult hilly terrain? We have no idea what our next step even is or how pricey it could be doing it ourselves or how extensivel it may be
Planned A.G. 16x24 oval but have been told by two companies my yard has too much grade requiring extensive and prohibitive leveling, areas of building up, retaining wall, etc. I have a friend with digging equipment but if i have to level around 6 foot grade drop am i just out of luck?- Bettendorf, Iowa

I have a 31" rise to my backyard. The spa will be elevated on top of that with a spillway into the pool. Might be able to do something differently with a retaining wall plus a raised beam.
