To manually rid the pool walls of black algae spores, does it make sense ( i was told this) to put Vitamin C tablets in a white sock and scrub the walls ?

No that doesn't make sense vitamin C is used to remove metal stains not black algae

is scrubbing with tri chlor tablets in a sock the better option to remove black algae marks and are they inherently part of the gunite installation ?

Black algae is not a part of the gunite installation.

While scrubbing with a trichlor tablet should work, it really depends on your pool's surface. If white, likely no issue, but if a colored plaster, the trichlor is very acidic so it could cause discoloration.
