Do Pool Liners Typically Run a Few Inches Small for Stretching?

Hi, I am getting ready to purchase a new liner, but when I measured my pool it comes out to 12.6 x 18.6, which is kind of weird. It seems like the liners are fairly standard sized. Will the liner stretch? I have an Esther Williams Carousel pool that came with the home. Any help with this would be much appreciated!

Not sure, but when I got my liner it was custom measured and for for the pool.
