I just got some liquid Cholrine in there refillable jug, i called and the young guy that answered said it was 17% Cholrine does that sound right ?

Generally it is sold as 12.5%, but when it is made, I think it is a little stronger to account for degradation in storage and transit. If it is REALLY fresh it might be more than 12.5%, but 17% seems a bit high.
Using some you should quickly see if you are hitting your targets or not.
