Broken Float Rope Anchor - Help

Kids broke the plastic float rope anchor. I tried fixing my running a screw thru, broke again.

How would you go about fixing this? Also, it seems like this is likely to happen, maybe some type of breakaway connection that would pull off before the anchor breaks....

I would suggest a marine epoxy.

I'm thinking maybe a magnetic hook against the side of the pool would work best. That way if the kids try to pull on the rope they would just pull the magnet off and not break the ring again.
