We have dug out all the ground, are going to level it, and add an inch or two of sand on top just to insure the liner isnt on any rocks or roots. Then the ground cover that comes with the pool. Should we salt the soild before the sand? Thanks on advance

I have never heard of someone doing that, we have had people use nutsedge spray for grass, many of us use 3/4 inch foam and nothing is coming through that in over a year :)

If you plan on taking it down and storing it over the winter then just the ground tarp will be fine. Now if you plan on leaving it up year round than you might consider a heavier ground cloth or the foam panels. Since you've dug out all the ground to level the pool area spraying round up won't really do anything nor will using a nutsedge killer as those products are all topical and work from contact with foliage.

Salting the soil will definitely sterelize it and keep most weeds and plants from growing however if you ever plan to use that area for anything other than the pool or a patio in the coming years then I'd shy away from doing that.
