Any time your FC is less than the shock level indicated on the Chlorine/CYA chart, it's safe to swim.
Other considerations for safe swimming:
Water must be clear so you can see the entire bottom of the pool, for safety.
CC level should be 0.5 ppm or less to confirm a clean pool and less chance for skin/eye irritation.
pH should be between 7.2 and 7.8
