    strange phenomenon in hotel pool

We stayed at a hotel last weekend and my son and I went for a night swim. Besides feeling like I was swimming in a sewer, I noticed a strange phenomenon in the pool. When I would cup my hand over the water and pull down quickly into the water, bubbles would form (not unusual) but the bubble would just keep going and going. It was very strange, like maybe the surface tension of the water was really high or unusual.

Any ideas what would cause this?
