Tear in liner bead

I just got a new liner installed. On the edge of the stairs the edging on the liner got a bit butchered up and torn.

Should I be concerned about this tear spreading over time? The installer said no and ended up covering it with black silicon caulking.

I don't know if it will hurt or not, but if I paid for a new liner, I would not accept that kind of job!
