I have looked everywhere, and have not found any reason why a SWG pool would have 2-3 ppm lower FC recommendations for Minimum and Target than a non-SWG pool for the same CYA. Can anyone give me an explanation?

Because a SWG pool is dosed over a longer period of time and avoids the bottoming out of a single dose that has to wait 24 hours before it is brought up again. Think of it as time released medicine so you can get away with slightly lower over all.

The same can be done with Stenner systems with either long dose times or a few doses through out the day.

The lower recommendation is partly what atttech-2 said (I disagree with the Stenner comment though).
The other part is the "harsh" environment within the cell why generating.
BTW, the SWG just has a lower minimum FC level than other types of chlorination.
