    Dips in vinyl covered steps

    Had new pool constructed recently with vinyl covered steps. Visibly the steps look good. However you can feel several areas where the step has a dip in it. Is this normal for this type of steps?

    Is this sand or something else making up the bottom? If its concrete or vermiculite there should be no dips or softness. I would ask the builder to come look.

    The steps are vermiculite. Thank you I will have them look at it.
