Taylor kit really need 2 scoops for fc test with 10 ml of pool water?

With the Taylor test kit, it says add 2 scoops of powder when performing the fc test. Is this for 10ml of pool water too or do I only need 1 scoop? (It doesn't make sense to me to use the same amount of powder for 10ml and 25 ml of pool water). Just don't want to waste supplies! Thanks!
 
One is plenty for the 10ml water sample ... unless you are at a high shock FC level when you might need a little more.

You can not use too much powder, but too little can cause some issues sometimes with identifying the end point.
