When a pool sock is used in the skimmer the skimmer basket retains a lot of dirt and other stuff which would otherwise flow through to the filter. Does that cause the pool to use more chlorine while it attacks the stuff retained in the skimmer basket?

That same debris would just be sitting in the filter otherwise. Same water. The chlorine would be working on it out of sight in the filter if it weren't trapped in the sock.

The socks should actually reduce your chlorine demand if you think about it. Rather than being trapped in the filter for a longer period of time (between backwash or cartridge cleaning), if you remove and clean the socks regularly, you're removing that material from the pool circulation system sooner.
I would say no, the same chlorinated water would also be flowing through the filter and meeting the stuff in there as well.
