The skylight in my signature is centrally located over my pool (2ft over 14ft pool length, 4ft over 6ft pool width, recessed 21 in. above pool room ceiling, ceiling 64 in. above water level). The amount of sunlight that hits the water is dependent on the time of year and day when I am using the pool and for how long, typically 30 minutes per day. Assuming that the pool cover will block sunlight from impacting the chlorine, what CYA level would you recommend?

I'll suggest 30. You can't really even read lower than that with some testers. You'd never know if it was all gone.
With 30 CYA and hardly any sunlight, your chlorine losses should be laughably small. You'll be dosing with a teaspoon.

Given my profile description and vinyl liner, one person using it for 30 minutes a day, what would be your recommended levels, with the CYA at 30?
Target 3, minimum 2. You might be able to go a couple days between additions. Only testing will tell. Just stay above 2 FC and you won't have any problems.
That would be with no CYA. And that .5 FC with no CYA is probably harsher than 3 with 30 CYA.
