SWG in both low and high

My SWG (AQR9) is wired in a way that it only works when the pump (Hayward Super II) is in low speed. Is there a way to re-wire its connections to the controller (P1353ME) such that it works in both low and high speeds? P1353ME is in mode 2 [C1=high, C2=low and C3=aux (lights connected) ]

I had to use the PE653 because of that exact reason, most controllers only allow 1 connection to low or high.. Intermatic PE653RC Wireless Control System for Variable Speed and Two-Speed Pumps - Sump Pump Accessories - Amazon.com

there is another unit that is mechanical but I am not sure the model number...

Thanks Cowboy Casey for your answer. I'm assuming that then the quick answer to my question is: no, you can't use the P1353ME to have the SWCG in both speeds.
Out of curiosity, does anybody know why? It sounds to me like it should be just wiring the pump and the SWCG to the exact same places in the controller (or even connect them together to the same wire before connecting the wire to the controller). But there has to be more to it that makes it impossible.
