In the fall we bought the house in WNY region that has a 30 years old oval shape inground pool (17W x 34L x 9 feet deep). We knew that the liner needed to be replace. I called several companies for a quote and we decided to go with one that gave us the best price and had good reviews. They came in an early spring drained, measured the pool, ordered the liner and at that time received half of the deposit. Last week the crew was patching the cracks (for day and a half) and placed the liner. We were told to fill up the pool and once the water level was high they will be back to remove any wrinkles. We had them comeback few days later and at that time we were told there is water behind the liner. The owner said he did not know we had inground water issues (when he came to give us estimate the liner was floating) and the quote he gave us did not take that into consideration. He said it will cost us another 2000k to fix the drainage issue around the pool. At this time we have a water behind the new liner that just been installed, but not cut (the light is not in and the drainage fittings were not cut out). We really don't know what to do. Any advise is greatly appreciated.

With water behind the liner, you do have a drainage issue. Hard to know how bad it is without being there to see it. With a floating liner before replacement, the topic should have come up before this so time wouldn't have been wasted installing the new liner before addressing the drainage. I don't know the extent of work covered by this $2000? estimate to fix the drainage problem so it could be a reasonable amount or not, depending on what's planned to be done.
