Pump isn't keeping a steady psi

Hi everybody!!
We Opened pool, got everything hooked up, and started it up. The pump is pulling water in fast then real slow. When it's slow I open air valve on filter and it fixes it for a minute, but then continues to go back and forth.
Any ideas on what could be wrong?

My thoughts exactly. It's surging.

Pump primes, starts moving water really well, empties the skimmer or creates a vortex, sucks air, lose prime, skimmer refills, pump primes again.... Repeat every twenty seconds or whatever.

The cure is to make sure the skimmer weir (flapper) isn't stuck and that the water level is high enough.
