Workin good but how'd this happen??

Had the paver Guys here today, I got home n there was no power in my house. Couple fuses in the main panel were tripped as well as sub panel to pool. They must have tripped outdoor breaker when using wet saw. Anyway I noticed pool pump was not running so I turned on breaker on subpanel. When the pump turned on I heard water flowing and i went over to one skimmer and saw the skimmer basket was empty and filling up with water. Took a little while to fill the skimmer. The water in the pump was priming as well as it had some air. Guess my question is how did the water in the skimmer get empty?
Everything right now working as should, just wondering how that happened to skimmer?

Only way is is the weir was stuck and not allowing water into the skimmer from the pool.

I was thinking the weir too, but thought it may sound "Weird" to suggest it. Bwaahaaahaa. Corny humor I know. That's all I got left.

Thanks. Could have been that. I think the basket was not in all the way either. I emptied it and put it back in then it filled up.
