Hoses from the pool cleaner jolt when the pump activates

Whenever I turn the pump on or off, the hoses of my pool cleaner whip in a violent jolt, and suction quickly begins.

What might cause that to happen? An air leak somewhere? An air leak in my pump's strainer basket from not sealing properly?
 
What other openings are there for the water to feed the pump? If the cleaner is the only source of water, then the hoses are straining under the stress of the pump starting and trying to feed it water. It is similar to covering up the end of your carpet vacuum hose and watching it shrink/move.

If possible, you can make sure the skimmer and main drains valves are fully open when you start your pump. Then slowly close them off to start vacuuming. Maybe that will help.
 
I have 1 main and the skimmer.

So, this is a normal behavior then?

I'll try your suggestions to investigate, but I can't be doing that every time I turn the pump on.
