Fixing rusting metal coping around edge of inground pool

We recently bought the house with a 30 years old inground pool. The metal rim around the edge of the pool is rusting behind the clips that cover the seams. We would rather not replace it with aluminum because they would have to break and replace the concrete. We sanded it and removed the rust, painted it with rustoleum, but this will only be a temporary solution. Does anyone have ideas on how to actually fix this or cover it up? Thank you.

If you can drain it down far enough, and mask it off well enough, there is a product called Spray Galv. It can also be purchased in either gallon of 5 gallons liquid. Every customer I have in the petrochemical industry uses it to galv stuff in the field. Medium to dark gray in color .
