I opened 4/29/16 and pool was and still is clear. FC 3, CC .5, pH 7.8, TA 120, CYA 40, CH 200, Temp 72. New vinyl liner installed end of last summer. I know I need to add a little chlorine. Should I try to get my CH up to 250 as TFP recommends 250 to 400?
Is my CH too low?

Actually Rob, the recommended CH for a vinyl pool is 0-350 (non-SWG), so you're good. Leave it. 
Agreed about the CH. Your FC is at the borderline as you mentioned. Up it a bit as per: Pool School - Chlorine / CYA Chart A little MA wouldn't hurt to start working on that TA.
