Do we really do that? Damp with what? Pool water?
Why is this done?

Doesn't really matter what it's damp with. You are trying to remove static charge.

Static electricity makes the drops hang on the tip so they end up smaller than they should be, which gives falsely high TA readings. It only seems to be a problem when the R-009 is new. A couple days ought to get rid of it. I'd just dampen the paper towel with some tap water, since the paper towels are probably within reach of the kitchen sink anyway.
