Over the last few years the vinyl liner has become stained...from bright blue to a darker, dirty look with small patches of the bright blue especially near the bottom drains. Is there anything I can do to remove these stains?

Depends on the source of the stains.
See if a vitamin C tablet crushed or rubbed on the stain makes it fade in a few minutes or not.
