I have never seen that particular bleach feeder. It appears to be based on using the pump suction to draw bleach out of the storage tank and into the water. I have seen several other systems that use a similar approach, though none of them seems to do well in the market.
Depending on pump suction works on most pools, but some pools have problems with that approach. If you have a two speed pump, variable speed pump, or water features that cause significant changes in the filter pressure, the pump suction can be too low or too variable for such systems to work reliably.
