Ic40 Pentair Question

Our Ic40 Pentair is reflecting all the output lights on and the less button will not let it go down. It is stuck. It stays all lit or will go to boost mode - I have turned off and on and still the same results. Also, The cell light will not come on but maybe cause water is still cold. Any ideas on the cell unit - is it dead? Three years old

Could be related to water temp. My Ic20 doesnt operate below 60-65 degrees though I usually get a red light when temp is too low
