bromine problems

im having a slight problem with an indoor pool... as i add oxzone to the pool the oxzone formes a cloud underwater and workes its way to form what looks like suds on the top. what could cause this? i have spoken with a chemical company who i will not name and tried various approaches and still no luck. my first theory was the air exchange...possibly? the chemicals stay balanced and there are no phosphates algae or any other normal pool related problems... any ideas out there???
