Are the R-003 and the R-600 the same? They both have yellow caps, but I did not notice the number difference until today.

No they are not the same. R-0003 is DPD reagent #3 for measuring CC in the FAS-DPD test and TC in the DPD test, and R-0600 is orthotolidine for the OTO test.
You can't depend on the cap colors being unique. Yellow caps generally mean that the reagent is part of a chlorine test, but the color doesn't tell you which chlorine related reagent it is.
