Convert inground vinyl liner pool to ?

It would be almost the same as building an entirely new pool, and in some ways would be more difficult for the builder as they will have to pull out the walls of the liner pool. It could be done, but I wouldn't think it would save any money over the cost of a new gunite pool built from scratch.
 
I'm going to disagree with Tim a bit.

If the pool is constructed of concrete block you could rip out and repour the floor and then using grout do some modification of the structure. Then plaster over that.

Difficult to get that permitted because you would have to structurally tie the walls to the floor. Possible but the cost would be huge and the discussions with the building inspector -- if there is one would be interesting to say the least.

If the pool has metal or composite walls you could construct the rebar cage inside the existing pool and then shoot the pool. Remove the top part of the old pool and backfill.

Not sure you save much if anything especially if you want to change any of the look.

All of this requires new deck and coping.
