Help with Pentair 300 Offline Chlorinator

I have a Pentair 300 Offline Chlorinator that is just not working. My pool guy has changed the valve on it and it is still not working. He is telling me it may be installed too far from the filter (not getting enough flow). I do not think this is the case as it worked when we purchased the house last fall. Any ideas/suggestions? Thanks
 
The flow is the same from the output of the filter to the pool. The water would have to leave the pipe for the flow to change. Just replace it. They are notorious for failing. Use the Rainbow 320 if you are set on tabs, but if you'll read the Pool School on this site, you'll find there are many reasons not to use them.
