Air bubbles from return while pump is off

We recently purchased a house with an in ground pool (our first pool). This site has helped us to get the water cleared up and the chemical levels back in range.

Now that things seem fairly stable, we are starting to look into an apparent water leak. The bucket test shows we are losing an inch or so over a couple days. On a few occasions we have seen air bubbles coming from the return on the shallow end of the pool while the pump is off. Is this a clear indicator of a leak in that return line? What should our next steps be? Should we take the time to do the bucket test with the pump on and with it off?

Welcome to TFP! Congrats on the new pool!

Sounds like it could be leaking when the pump is running and under pressure and sucking air when the pump is off.
