Jandy AquaPure 700 Codes 120/121

I have the old Jandy AquaPure 700 Power Center and the new 3 port cylindrical salt cell. The Power center is saying Service with error code 120 (when in forward mode) and 121 (when in reverse mode). I found the troubleshooting guide but have been unable to diagnose the problem. Here are the details:

1) Cell, PIB board and DC cord were all replaced, but am still getting the same codes. The only things not replaced are the front board, the transformer and the flow sensor.
2) I measured the voltage at all of the test points and here they are:

Cell: 36.3 VDC ***

Back Board
------------
1-8: 80.3 VAC
2-7: 71.3 VAC
3-6: 21.1 VAC
4-5: 94.8 mVDC ***

Voltage coming into Transformer: 245 VAC

Front Board
-------------
AC: 20.8 VAC
HK: 89 mVDC ***
Salinty/R-Temp/KeyC: 2.5 gpl ***
Salinty/R-Temp/KeyD: 74 F
H-Temp/KeyC/KeyA: 90 F

I put *** next to the readings that seem to be out of spec. Also, the cell seems to be still generating chlorine as the level of chlorine in the pool is fine. Does anyone know what the issue might be?

Is the PIB board correctly configured for a 700 sized cell. The default is configured for a 1400 sized cell. Make sure the cell is clean and how old is it?

The cell is only 8 months old. How do you configure PIB for 700 size cell? Is there a jumper?
