Repairing or replacing pool steps.

I am loosing about 1 inch of water a day from my pool. Tiered of the $$ water bills so I had pool guy come out. There are several cracks on my fiberglass steps. He says I need new steps and they will run about $4000-5000, also recommends doing liner at same time another $5,000. Is that price on steps the norm? Thanks -will
