Renovation day 1- wet gunite

Our 25+ year old gunite pool renovation has begun. PB was in early this morning and was able to removal all coping, tile, step tile, and chip out around existing fixtures.
They found several spots where the plaster was loose and chipped it away, especially on the bottom step. Now, many long hours later, the step is still wet. Everything else dried out under the hot sun today, but it looks and feels moist on just this step.
Does anyone have experience with this? Is water weeping through the gunite? pic is pool as of a half hour ago. (wire brush stained plaster - happy I was planning to Reno) thanks in advance for help

It does look like there is water behind there. A pic of the land/area on the other side that includes the steps might be helpful BUT I would not be too worried about it. Ask your PB what he is going to do to address this area.
