Pebble Tec turned white

Welcome to TFP!

I'm sorry to say you will not be able to "remove" the white stain as it is now a place where all color has been bleached out of the pool surface. Think of splashing bleach on a colored pair,of pants, it takes the color away permanently.

You should never let pool chemicals sit on the surface of the pool or damage can occur.

That is interesting and confusing. If the white stain is not on the pebbles, that would indicate that the chlorine shock "bleached" out the color pigment of the cement portion of the surface finish.
However, you also indicate that a white cloud develops when brushing. So that indicates calcium scaling on the cement portion, which is possible because "granular shock" is usually Cal Hypo which contains calcium.
So a close-up picture or two would be beneficial. Can you post a couple of pictures? I am very curious about this.
