Pool Stains in Newly Re-plastered Commercial Pool

60,000 gallonHouston, Texas pooljust freshly re-plastered. All kinds of spotting, staining, streaking problems. Contractor ( naturally) says it's the management's fault due to improper water composition.

Looking for a company that can come to the property, inspect and provide a formal written opinion as to what caused the surface to fail and discolor
so soon after resurfacing

I think that all plaster has an uneven-ness to a certain degree. I'm sure someone with more knowledge will be around shortly to comment.
