Question about Return jets

My pool has a main drain, One skimmer, and 4 return jets with eyeballs. i have them set to just break the surface of the water and circulate kinda push some toward the skimmer. is this a good setup, when i moved in they were all set to be under the waters surface.

Generally speaking it's best not to have them breaking the surface. Get as close to that as you can if you are making them push things to the skimmers. Having them break the surface can give you more aeration than you want. Remember too that you want good circulation in the lower areas of the pool as well.
