I am about to backfill my semi in ground pool. Am I supposed to remove those little landscaping stakes that hold the bottom rail in place? Our just leave them so the bottom rail can't move?

I'm no expert but it wouldn't hurt to leave them in, unless you feel they would be in a position to damage the liner if the soil around them were to shift.
If your pool is full of water, you can remove the stakes. The pool isn't going to go anywhere.
