Thanks Mark. Or maybe it is just how they did it in the early 80s... No reason not to convert what is there... They were going to chip out and replace the sleeves anyway, so they can just add returns instead... would you convert all 11? And add 3 surface level returns as well? Thank.

I was only suggesting removing the heads and replacing the heads only with something simple without any major modification. If they are planning to remove gunite, then I am not sure I would do what I was suggesting. It might be easier and less costly to just abandon those returns and put in some normal returns. I would talk with the builder and ask them for some options and find out what is more cost effective.
