Air flow error light on Master Temp 400 heater

I just went to start my heater, and it would not fire. I removed the cover and saw the LED blinking once, which they say indicates an air-flow problem. I ran the heater a few days ago, and everything was fine. Are there any simple troubleshooting procedures I can follow before calling in a service tech? Thanks.
 
Upon further inspection, I found that the blower is 1/2 full of water! When I turn on the heater, I can see the turbine slowly spinning, and water spill over the edge of the intake and pour down on the outside of the heat exchanger. How does water get inside the blower? This is only a 2 year old heater. I also got the following error codes when I turned the unit on: 128 and r13.
