Cant get vacuum to pick up

I am trying to vacuum pool by hand as cleaner gets stuck. Problem is vacuum doesn't seem to have sucking power. Filters are clean and baskets are empty. Nees help please. Dave

What is your psi? What is it normally?

Do you have good flow from the returns back to the pool?

Start basic. Is the hose or vacuum head plugged?
